The decree 202 assigning responsibility for fertilizer management to the two ministries is the Ministry of Agriculture and Rural Development and the Ministry of Industry and Trade. After 3 years of implementation, the reality has revealed many limitations: Fake fertilizer, poor quality fertilizer is still rampant in the market. From March this year, the Government assigned fertilizer management to a focal point, the Ministry of Agriculture and Rural Development. Prior to the need for a change in management methods, the Ministry of Agriculture and Rural Development will have to draft a new Decree to replace Decree 202.
At 3 conferences to contribute to the draft of a new Decree on fertilizer management held in all 3 regions of North, Central and South, most of the comments showed that the implementation of management according to standards and previous regulations making fertilizer difficult to control, imbalance between inorganic and organic fertilizer. Failure to appreciate the test is also the reason why many businesses falsify or modify records to serve the conformity. Market for distribution of loose management fertilizers by business establishments is not required to have a Certificate.
